    • Establishes procedures for which transgender service members may transition while serving, for changing a service member’s gender marker in the Defense Enrollment Eligibility Reporting System (DEERS), and for the medical treatment for active and reserve component transgender service members

    • Establishes a construct by which transgender service members may transition gender while serving; enumerates prerequisites and prescribes procedures for changing a service member’s gender marker in the Defense Enrollment Eligibility Reporting System (DEERS); specifies medical treatment provisions for active component and reserve component transgender service members; implements the policies and procedures in Directive-type Memorandum 16-005

Service-specific Policies

Privacy and Disclosure of Protected Health Information

There may be additional hurdles that impact working with service members who are transgender or gender nonconforming. Consideration of the patient’s privacy needs to be balanced with involving command, particularly when military readiness may be compromised. Providers should understand requirements for communication with command and documentation of transgender status. Refer to DoDI 6025.18 Privacy of Individually Identifiable Health Information in DoD Health Care Programs (2009) regarding HIPAA as needed.
